Ed Howard, Executive Vice President, Alliance for Health Reform

Ed Howard is executive vice president and CEO of the Alliance for Health Reform, a nonpartisan effort he formed with Senator Jay Rockefeller of West Virginia to educate America's opinion leaders about the urgent need for universal access to affordable, quality health care and long-term care. The Alliance's honorary chairman is Senator Rockefeller, and its honorary co-chairman is Senator Susan Collins of Maine. Since helping to launch the Alliance in 1991, Ed has organized hundreds of briefings for Members of Congress and their staffs, reporters and editors, on current health policy topics.

Prior to the Alliance's founding, Ed served as the general counsel for the U.S. Bipartisan Commission on Comprehensive Health Care, the "Pepper Commission." Before that, he worked on issues affecting low-income older people at the Villers Foundation and was general counsel for the House Select Committee on Aging under the chairmanship of the late Representative Claude Pepper. He is an elected member of the National Academy of Social Insurance.

He holds a juris doctor degree from the Harvard Law School.

Congratulations to Senator Baucus for coming up with a “program” for reform, as Henry Aaron dubs it, that is thoughtful, comprehensive and coherent. We know that the top health care priority for the public -- Republicans, Democrats and independents -- is making health care and health insurance more affordable.
